Title 19, Part 2
The Texas Education Agency (TEA) adopts the review of 19 TAC Chapter 149, Commissioner's Rules Concerning Educator Standards, Subchapter AA, Teacher Standards, and Subchapter BB, Administrator Standards, pursuant to Texas Government Code, §2001.039. TEA proposed the review of Chapter 149 in the July 17, 2026 issue of the Texas Register (51 TexReg 4705).
Relating to the review of Chapter 149, TEA finds that the reasons for adopting the rules continue to exist and readopts the rules.
TEA received one comment related to the review of Chapter 149. Following are the comment received and the corresponding response.
Comment: A Texas teacher commented that the rule does not address special education.
Response: The agency disagrees that the rule does not address special education. Section 149.2001(b)(1)(A)(i)(III) addresses diverse student populations, while §149.2001(b)(1)(B)(iii) addresses the use of data to inform instructional and intervention decisions. Together, these provisions address knowledge and practices applicable to meeting the needs of students with disabilities and other diverse student populations.
No changes are anticipated as a result of this review.
This concludes the review of Chapter 149.
